Her remark was not paid attention to at the meeting.(彼女の発言は会議では注意を払われなかった)とありますが、この英文のtoはなぜあるのでしょうか？わかる方教えてください。

でひとかたまりになります。能動態にすると

They did not pay attention to her remark at the meeting.
彼ら（＝会議の出席者）は、その会議で彼女の発言に注意を払わなかった。

この文を受動態にしたのが、ご質問の文章です。

① 目的語 Her remark を主語にする。
② did not pay attention to を was not paid attention to と受動態にする。
③ by them は省略する。
④ at the meeting を最後に置く。

Her remark was not paid attention to at the meeting.

ここで attention 自体が名詞なので、熟語であっても attention に no など修飾語が付いて、

They paid no attention to her remark at the meeting.
彼らは会議で彼女の発言に全く注意を払わなかった。

を受動態にする場合は、

① Her remark was paid no attention to at the meeting.
② No attention was paid to her remark at the meeting.

のように2種類作ることが出来ます。attention に修飾語が付かないときは、通常、her remark を主語とする1種類だけです。

この問題にお答えするのはかなりのスペースが必要です。

理由は pay という動詞が二重目的語を取ることが出来るからです。”二重目的語、受動態”で検索すれば詳しく説明したサイトが見つかるのでそこを良く読むことを勧めます。

なおNO.1回答に示されている、
They didn't pay attention to her remark ...
という文では、動詞がpay、目的語が attention の一つだけなので、これを受身にしても、
Attention was not paid to her remark ... としかなりません。ですからNo.1の説明は不適当です。

能動態の文に直してみればよくわかるでしょう。

能動態では
They didn't pay attention to her remark at the meeting.
と、toが必要なことがわかるでしょう。これを受動態に直すと、質問の文のようになる。
ここで、pay attention to ・・・で、「・・・に注意をはらう」という語句。
