Oneは子音ですから、冠詞は a のはず。
ベーコンのエッセイ of custom and educationにもある。ジョージオーエルあたりにもあるようだ。
特別な意味があるのか？音韻的に意味があるのかご教授下さい

興味ある意見は次の２つです。
＜"An one" is archaic, yet it is not incorrect. Before words beginning
with a consonant sound but an orthographic vowel, an is sometimes
used in speech and writing (an unique and such an one). This use is
less frequent now than in the past.
1 Corinthians 5:5 To deliver such an one unto Satan ・・・・・.
The Book of Mormon: "Behold, my brethren, do ye suppose that such
an one can have・・・・.>

<Eoin ÓCaoimh pointed out that Jane Eyre uses the form 'such an one';
so does the 1604 King James Version of the Bible in 1 Cor 5:5 -
...to deliver such an one unto Satan ・・・・・.
By the 1611 version, this has been changed to 'such a one'.

This perhaps indicates that the usage has changed over time, and
with dialects; in modern English 'such a one' is certainly the usual
