ロサンゼルスの郵便局について教えてください

ロサンゼルスにお住まいの方(住んでいた方）にお尋ねします。

ロサンゼルスのバイヤーから日本の私のもとへ送ってもらった荷物が届かないのです。

バイヤーはPriority mailの専用封筒を使って送った、といいます。

Priority mailは７０ドルの補償がつくのですが、バイヤーは「Priority mailの専用封筒を使ったが、発送方法は定型外郵便だから補償はつかない」と言っています。

ロザンゼルスの郵便局ではPriority mailの専用封筒を使って、定型外郵便(日本へ）を利用することができるのでしょうか？

カリフォルニア在住の知人によると、カリフォルニアの郵便局はPriority mailの専用封筒を使うときはPriority mailでしか発送できないと言います。

バイヤーは嘘をついているのでしょうか？？？？

こんにちは。

ロサンゼルスではありませんが、アメリカ在住です。
ロサンゼルスに限らずアメリカ国内の郵便局で扱うものは同じですが、通常、Priority Mailの国際郵便だと、追加料金なしでIndemnity coverage（補償）があるようですが、Priority Mail International Flat Rate Envelopes か Priority Mail International Small Flat Rate Boxesは例外のようです。もしかしたらバイヤーはこのことを言っているのかもしれません。

"Indemnity coverage is now provided for all ordinary (uninsured) Priority Mail International items (flat-rate envelope and small flat-rate box not included). This coverage is provided at no additional charge and protects mailers against loss, damage or missing contents. Coverage is calculated based on the weight of the parcel or the value of the contents of the parcel whichever is less. "
