なぜbe動詞の原型？

The power that be the system has brainwashed people into believing that people who believe the spiritual realm is real, God is real, that spiritual influence is real are all "religious nuts" but that's a PSYOP and deception.

「The power that be the system」のbe動詞は、なぜ助動詞がないのに原型なんですか？isでは適さないのでしょうか？
