英文解釈

３月１日発行のThe Japan Times に下記英文があり、意味ができず困っていますので
ご教示おねがいします。
1. "Kim hold the whip in a three-ring circus of weapons of mass destructon."
この場合circus は皮肉の表現でしょうか。解釈はthree types of weapons of...でよろしいでしょうか？
２．Ｔｈey(bilological weapons) can be very hard to attribute, ....この部分のattribute のいみが
取れません。意訳をお願いしします。

なお、URL はwww.japan times.co.jpです。なお、タイトルは"Focus on North Korea's nuclear arsenal obscures threat posed by chemical and bilological weapon".

みつどもえ（三つ巴）の武器、とでも言うのでしょうか、核と生物と化学兵器のことでしょう。

They can easily be smuggled across borders, and their use can be very hard to attribute, unlike a nuclear weapon with an obvious origin.
出所が明白な核兵器とは異なり、それらは国境を越えて容易に密輸することができ、それらの使用を特定するのは非常に難しい場合があります。
金正恩を殺害したときも、使用した毒物の特定には可なりの日数を要しました。
