霧のために飛行機の便はすべてキャンセルされました。

2. The news surprised everybody.

Everybody (was) (surprised) (at) the news.
誰もがそのニュースに驚きました。

3.We can't see stars in this city.

Stars (can't) (be) (seen) in this city.
この街では星が見えません。

4.We have known the priest as Saint Valentine.

The priest (has) (been) (known) as Saint Valentine.
その司祭は聖バレンタインとして知られるようになりました。

受動態の基本文法は勿論知っていますよね。

mwtjdmjaさんの考える答えで間違いないと思いますよ。どれも難しい問題は全く無いです。

１つポイントとしては、"they"は世間一般の人や大衆を指す時に使われます。
英文は基本的に主語を置きますが、例えば日本語で「日本ではタコを食べる」と言いたい場合に、主語に何を持ってきたらいいか日本人は迷うと思います。そういう場合にthey（一般大衆）が使われると考えていいです。これを「タコ」を主語にして「日本ではタコが食べられる」としたら、無理にtheyを使う必要は無くなります。「（日本の）世間一般の人」であることはわざわざ言わなくてもわかりますからね。
weなんかも同様です。特定の誰かを指すのではなく「私達世間一般の者」と言いたい場合にweを使います。
