That reminded me that his birthday is coming soon.をあえて受動態にすると文法的には I was reminded of that that his〜 とofが必要ですか？thatが並んで変ですが….

be reminded of というのは

be surprised at のような by の代わりの前置詞で by になっているわけじゃないです。

remind A of B と能動段階であった of が残っているだけ。

ただ、that 節が B になると、前置詞 of はなくなるのです。

だから受身なら
I was reminded by that that his ...
と能動主語 that は by that となるべきものです。

that が重なるのは同じことで、
by 〜などないのが普通というのは多くの場合そうです。

この場合、無生物主語の remind でそもそも受動態にはしないと考えればいいです。

受動態はその主語が不明かもしくはそれを隠すために用いられます．

John broke the window. ⇔ The window was broken. (by John を言わないから受動態)

I was reminded that his birthday is/was coming soon (by that は不要).
