intoは前置詞ではなく、群動詞の一部ですね。

本来ならlooked into matterなのですが、受動態になっているのでそうなったのではないでしょうか？

連続といっても

　The matter is being looked into.
←　They are looking into the matter.　の受身形

と
　by the committee

が合成されてつながっただけですから。

The matter is being discussed by the committee now.

の「discuss」が「look into」に置き換わったものです。

このようなケースはよくあると思いますよ。
