ナレーションの聞き取れない部分について

下記の動画の 01:29 辺りですが、

In his dictionary, Webster sought to describe and officialize the way Americans spoke. Most dictionaries in Webster’s time were ・・・

までは聞き取れたのですが、「time were」の後はどう言っているのでしょうか。「time were モゴモゴ prescriptive they dictated・・・」の「モゴモゴ」の部分が聞き取れません。

何度も聴き直しましたが、「モゴモゴ」なんて言っておらず、closed caption に出てくるようにしか言っていないと思います。

つまり、

... in Webster's time were prescriptive: they dictated how words should be used...

というふうに closed caption には出ていますが、その通りにしゃべっていると思います。
