SSL 128-bitについて

下記のページへ接続したいのですが、
https://eopen.microsoft.com/JP/default.asp

SSLのエラーが出て開けません。

ＳＳＬ関係だと思うのですが、
今のＳＳＬの設定は
ＳＳＬ2.0とＳＳＬ3.0を使用する、になっています。
Internet Explorerのバージョンは6で、
いつも最新にしています。
Windows2000です。

過去の質問も見たのですが
あまりはっきりとした答えがなかったので
誰かご存知の方は開く方法を教えてください。

Windows2000の方にも高度暗号化パックを適用してみてください
