I hate Duterte's domestic poricy over his extradudicial drag war.He gave his nation the right of murder based on unacceptable leagal grounds ,and now they've been killing each other under the name of justice in Philippines. Apparently, he's bravely countered harsh criticism from the world and claimed the legitimacy of what he made up as a stateperson,yet he've never faced up to the importance of human rights and the fact the hardest hit victims are innocent. I mean.. he isn't heroric President but a new dictater preoccupied with selfish thoughts.
the hardest hitは単にthe most とはどのようなニュアンスの差があるのでしょうか？ご教授お願いいたします。

ちなみに victims が犠牲者だからと言って

most がついてもっとも犠牲を受けた人になるわけじゃないです。

well known が better known, best known になるように

hard-hit 打撃を受けた
の最上級が hardest-hit です。

most だけというのは数が最大としかなり得ませんが、
なかなかそういう表現はなく
most プラス複数で
たいていの〜
にように、いずれにしても数の問題となります。

ここは最も打撃を受けた。

ニュアンスというより意味に違いがあります。

hardest hit victims → もっともひどくダメージを受けた犠牲者
most victims → 殆どの犠牲者
　
（貴方の意味されたことではないと思いますが、most hit victims　とは言いません。）
