how realistic a prospect do you see it as being to cut expenditure on elderly peopleの部分なのですが、how relistic a prospect がhow a realisic prospectではないのか、またsee O as CでOを～と考えるという意味だと思うのですが、ここでのitはhow realistic a prospectを指し、以降のbeing to～は「ということを考慮して、高齢者の費用削減をするこをどのように現実的に考えておられるのでしょうか？」のような意味かと考えるのですが、文法（文意）解説をよろしくお願いいたします。

a＋形容詞＋名詞の形容詞を、so/too/as/how/this/that で修飾・強調するとき、

so/too/as/how/this/that＋形容詞＋a/an＋名詞
という語順になります。

I have as good a voice as you.
She is too polite a person to refuse.
How good a pianist is he?
It was so warm a day that I could hardly work.
I couldn't afford that big a car.

したがって、ここでも
how realistic a prospect が正しく、
how a realisic prospect は誤りです。


ここまで、
see＋目的語(it)＋補語(a realistic prospect)
「それをどれくらい現実的な可能性とみるか」
「それがどの程度、現実味があると思うか」
