make A C で　aをcにする、今回のケースだと
axe をはやくする、だと思うのですが、その後に、
in the nooseで　輪っかに、となって意味の繋がりが文法的に理解ができません。

おそらく、斧を素早く、輪っかに入れた。となんとなく理解しています。

おのを早くして、輪っかに入れた、の”入れた”が
ないから理解に難しさを感じます。

#1 さんから回答が出ていますが、fast は形容詞で、「しっかりと固定した」みたいな意味ですね。

蛇足ですが、引用されている英文の原文は

nooseを辞書で調べると通常の縄というより、(引くと輪が締まるようになっている)輪縄、引き結び、(絞首刑の)首つり縄、それらから推測される罠という意味としてる。
