長い文章のごく一部だけ抜き出して訳してみろと言われても、どなたかがいつもおっしゃるように機械翻訳以上のことはできませんよ。

所謂クジラ構文のほうは何故を考えるより A is nor more B than C is. の形で「AがBでないのはCがBでないのと同じだ」と覚えてしまうのがいいです。

CはBでないという明白なことと比較する言い方です。

ご質問の英文中の no better は クジラ構文"A whale is no more a fish than a horse is." の no more に似たような意味ですが、クジラ構文の方はthan以降にも否定の意味が入っている点が違います。

ご質問の no better は not any better と同じ意味で、何かと比較して「何ら良くない、なにも変わらない、同じだ」です。ご質問の英文だけではthanがないので何と比較しているかははっきりしませんが、when 以下が「刺激が～にマッチする時は」ですから、「刺激が～にマッチしない時」と比較しているように思えます。

betterは副詞wellの比較級であり、moreは副詞muchの比較級です。

これらを原級を使って表すと、前者はPeople did not perform the task as well when ～ style as not.になり、後者はA whale is not as much a fish as a horse is not.になります。このように原級を使って表すと、前後２つの文節の両方にnotとasが出てきて文全体が煩雑になるので、２個のnotとasのうち１個目をnoで代用し、原級を比較級に変えて文全体をシンプルにしたと考えれば良いでしょう。その結果２個目のasとnotは比較の対象を示すthanに変わります。もっとも、日本語に訳すときは、原級を使った文に戻した方が分かり易く訳せることが多いと思います。

"performed SOMETHING no better"は、「これ以上うまくできない程うまくやった」という意味だと思いますね。
