There were many people.
There were many people I had expected.
この2文をasではさんで、

There were many people as There were many people I had expected.
比較したい所にasをいれて

There were as many people as There were many people I had expected.
被っている所と、比較したところを消去して、

There were many people as I had expected.
こうなったのでしょうか？

もっと簡単な例文を使ったらいいと思いますが、基本の解釈はそれでOKです。

重複部分が前半なので分かりにくく見えますけど、
There were many people.　多くの人々がいた。
There were many people I had expected.　私が想像した多くの人々がいた。
の2文と言うこと。

＞比較したい所にasをいれて
と言うより、比較する原級部分をasで挟む形を作ることです。
するともっと簡単な感じに見えると思いますが…、
→There were as many people as (there were many people) I had expected.
重複部分に当たる後ろの"there were many people"は省力可能となります。

もっと簡単な例文だと、
She is beautiful.
Her sister is beautiful.
→She is as beautiful as her sister(is beautiful).
彼女は彼女の妹と同じほど、同様に美しい。

as~asの最初のasは副詞で「同様に、同じく」で後ろのasは接続詞で「～と同じほどに、～と同様に」です。接続詞だから本来はちゃんとS＋Vが置かれるはずですが、重複で省略されます。
