文法的に正しいです。

I believe it [to be] necessary.
　それが必要であると私は思う。

I believe it is necessary.
　それは必要だと思う。

因みに "any possible means" でも "any means [that are] possible" のどちらでも使えます。こちらもニュアンスの違いで使い分けます。

any possible means
　どのような方法でも
any means possible
　とにかくどんな方法でも

前者は説明調で後者の方が砕けていて緊急度が高い印象があります。

文法的に正しいです。

believe はSVOCの第5文型でも使えるので
I believe it necessary.
という言い方で大丈夫です。

正しくありません。

I believe it is necessary .... のように is が必要です。

また文法というよりは語順の問題ですが、最後の by any possible means はby any means possible という語順にするのが普通です。
