"except that granted it by the people."の構造の説明をお願いします

以下の文章のexcept以下の箇所の構造がわからないのです。

"We are a nation that has a government -- not the other way around. And this makes
us special among the nations of the earth. Our Government has no power except that
granted it by the people."

that　は関係代名詞ですか？倒置も混ざってますか？こういうexceptとthatの組み合わせは頻出ですか？

in whichやof whichなどと同じ用法だと思います。

つまり、「前置詞+関係代名詞」の形です。whichの代わりにthatが使われていて、前置詞がexceptです。

Our Government has no power (except that)
granted it by the people.

先行詞は、powerです。後の文は受身系になっていて、主語がpowerで、itはOur Governmentをさしています。受身ではない形に直すと、The people grant our government powerです。isが省略されていますが、分詞構文と解釈できます。
二つの文に分解すると、
Our Government has no power except that.
that (is) granted it(=Our Government) by the people.
=The people grant our government that.

ということになります。日本語訳すると、我々の政府は、人々によって承認された力以外の力を持たない。というところでしょうか。

さて、thatは繰り返しを避けるためのthatでおま。

The climate is like that of France.
気候はフランスのそれに似ている。

のよおに使われるthatでんな。

お示しの例を分かり易うに書き直せば、
Our Government has no power except the power （which is） granted it by the people.
（カッコ内省略可能）
我々の政府は人民が政府に与えた権能以外の一切の権能を有しない。

受身がまだ分かりにくければ
Our Government has no power except the power （which） the people granted it.
（カッコ内省略可能）

grantが授与動詞（SVOOと目的語を二つとる動詞）やさかい、難しなりまんな。
grant the government the power
＝grant the power to the government
＝give the power to the government
の構造を見抜くのは熟練が要りますわな。

Ronald Reagan氏のInaugural addressですね。

まず、構造ですが、

"except that"はよく「(that以下)ということ意外」("except for the fact that")の意味で、
I don't know anything except that he didn't come home last night.
彼が昨晩帰ってこなかったということ意外に私は何も知らない。
で使いますが、このご質問の"except that"は違います。

この"except that"は「前置詞＋代名詞のthat」です。
その代名詞のthatに後ろから過去分詞"granted"以下が修飾しています。
では、代名詞"that"が何を指しているかといえば、
"power"です。
そして、"it"は…"our government"を指しています。

構造を理解するにあたっては、次の文が参考になると思います。
The power was granted (to) it[=the government] by the people.
The people granted the power to the government.

従って、直訳的に訳すのであれば、
「国民によって政府に授けられたもの（＝権力）意外」という意味です。

そして、この"that granted (to) it by ～"という表現ですが（"to"が入ることもあります）、～の位置に国民、法律などがきて、それ系（？）のある意味硬い（でもそれ系ではよく使う）表現です。
googleで"except that granted"で検索するとその他の例が見つかると思いますよ。（ただし、"Reagan"を除いた方が他の例は見つけやすいかもしれませんが。）
