very important なのかが、正しく表現されていません。are で受けているので、very important なものは複数
あるはずです。そこで見て行くと、Japan's cooperation with South Korea and the United States があり、こ
れが一つ目のものと判ります。では二つ目はと、and that among the three powers combined から探すと、
the three powers combined = 結びついたこの三つの国、という名詞句がありますが、これは、その前に前置詞
among があるので、その目的語になります。are の二つ目の主語にはなれません。という訳で、質問者の方が疑問
に思うのも当然なのです。and that も among も意味をなしません。
and that そして among を使うなら、多分このような言い方になるはずです。

この訳ができていないようなので、書いておきます。

この部分ですが、who had (as children) accompanied
過去完了です。つまり昔の話。
それは"as children"の意味を正しくつかめば、わかります。
"as children"は「子供のころ」という意味です。

そしてこの"when they voted " の they は parents です。

子供のころ、両親が投票したときに、
一緒に投票所に来たことのある子供たち
という訳になります。

２　私もよくわかりません。ご質問の英文は記者会見で話された日本語の英訳ですが、元々の Iokawa （岩屋大臣？）の日本語が論理的な文になっていなかったのでは？　（そして、翻訳者も苦労して英文を作った？）
