"by a ～ 0.5 percentage point"が単数となる理由等について

ＥＣＢ＝ヨーロッパ中央銀行は、急激に進むインフレに対処するため、市場の予想を上回る０.５パーセンテージポイントの幅で政策金利を引き上げました。

上記は、昨年のNHKラジオ番組「ニュースで現代英語」の8月11日(木)「ヨーロッパ中央銀行11年ぶり利上げ」の一文です。（内容は昨年のため、残念ながら既にサイトから削除されています。）

このby a greater-than-expected 0.5 percentage pointについて、pointを修飾する0.5 percentageは単数扱いなのは理解できるのですが、0.5のように１ではない数字の場合複数扱いのため、pointは複数扱いになると思うのですが、なぜpointも単数扱いなのでしょうか。
また、interest ratesが複数形なのは、複数回金利を上げたからでしょうか。

これは詳しい人に聞いたほうがよさそうですが、私の予想では銀行の口座っていろいろ種類があるので複数形になっているのかなって思ってます。

普通はhalf a percentage pointだけどこれに形容詞がつくと、

違う視点としては、１未満の数字を単数で示すフォーマット（スタイル）もあり、雑誌によってはそれを適応しているところもあります。一般的には複数にするという文法事項のようにあつかわれていますが、これは文法というよりスタイル（書式、フォーマット）だと思ってます。

例えば、
Singular and plural

When the quantity is less than 1, the unit of measure is singular.

Examples:

0.5 gram (NOT grams)

0.2 second (NOT seconds)

技術系の文書の翻訳の依頼で、１未満の数字の単位は単数形にしてくれと言われたことがあると言われたというのを聞いたことがあるような記憶がうっすらとのこっています。

②　interest rates は金利ですが、中央銀行の政策金利を基準に、銀行ごとに複数決められます。住宅ローンだと長期金利、短期金利、など。

元々複数形の、by 0.5 percentage pointsに、形容詞のgreater-than-expectedが修飾すると単数化すると言うことでしょうか。
