これなら what です。
pay attention to というのが主節で、to の後に名詞。

今回は to の出所は主節じゃなく、関係代名詞節内です。

speech あるいは part という先行詞に

They paid attention to it.
to it they paid attention
to which they paid attention

といわゆる前置詞プラス関係代名詞になっています。

to which は先行詞を it で受けた
to it の代わりと思うことです。
