どれが正しい？？？

「○○日前までに〜する」の言い方について質問があります。

例えば「予約の3日前までにキャンセルすれば・・・」は
下の3つのうちどれが正しいでしょうか？

If you cancel three days before the reservation
If you cancel at least three days before the reservation
If you cancel by three days before the reservation

あるところには、three days before the reservationだけだと予約日の3日前だけ（4日前でもなく
５日前でもなく）を示すため、　at leastを入れれば３日前までにのニュアンスを出すことが
出来ると書いてありました。

by のある文章もちょくちょく見かけます。またat leastやbyなど何もないパターンのも見ます。
和訳はみな「3日前“までに”」となっています。

どれが正しいのでしょうか？

旅行業界では「決まり文句」として使われています。

どうのこうのではなく、決まっているのです。
いろいろ変化形を考えるのも自由ですが、定型でない場合には、むしろ誤解のもとです。

[ In case of cancellation, XXX per cent must be paid at least three days prior to departure, after which no cancellation is possible. ]など、と。

[ the reservation ] だけではいけません。それだけだと、とくにこの場合は、「予約日」と解釈されるからです。上のように具体的に departure 等と書くべきです。そうしないと、予約日よりも三日前にキャンセルすることになってしまいます。あり得ません。

「・・・」に何が来るかにもよりますが、取消料のことなら、４日前や５日前のことが書いていない限り「３日前までに」という意味だと解釈するのが自然なので、１番目の文でもなんとなく成り立ちます。

「at least」と「by」はここでは同じ意味になりますので、どちらを使うかは好みの問題になります。客層に通じやすいほうを使ったり、語呂がいいほうを使ったりするのが一般的でしょう。

でも、どれが正しいか迷うくらいなら、文ではなく表にすべきです。そのほうが英語が苦手な人にも通じやすいですから。
例：
Cancellation Fee
7 days prior to the reservation date none
6-4 days prior to the reservation date 10%
3-1 day(s) prior to the reservation date 50%
reservation date 100%

アメリカでは、通常　３days prior to (またはbefore）your arrival date と言います。

文法的には"at least"とか"by"が必要ということになりますが、実際には表として表示する場合がよくあるので簡略化した書き方で済ませているケースが一般的という理解で良いと思います。

なお、末尾を"reservation"だけで済ませている実例も結構ありますが、やはり"reservation date"または"arrival date"とするべきでしょう。

以下は丁寧な書き方の例ですが、ここまで丁寧に書いてあるケースはあまり多くないという感じがいたします:

Customers are free to cancel their reservation with full refund if notified at least 7 days prior to the scheduled arrival, otherwise we will charge cancellation fee as follows:
10% of your total amount will be charged if you do not notify us about your cancellation or any changes by 7 to 3 days before your scheduled arrival.
50% of your total amount will be charged if you do not notify us about your cancellation or any changes by 2 days before your scheduled arrival.
70% of your total amount will be charged if you do not notify us about your cancellation or any changes by the day before your scheduled arrival.
100% of your total amount will be charged if you do not notify us about your cancellation or any changes on your scheduled arrival or No show.

"cancel|cancellation policy"で調べてみましたが次の書き方が一般的なようですね:

　If you cancel three days before (or prior to) the _reservation date_

"reservation date"だと「予約手続きをした日」という意味にもなりそうな感じがありますが、そのような日付けは通常特に意味はありませんので"arrival date"と同じ意味で使われているようです。
