訳し方とニュアンスを教えてください！

先日のトランプ支持者国会乱入事件についての記事で、避難場所でマスクをしない議員達に対してマスクを手渡そうとした議員がインタビューに答えた記事です。
この中の

がうまく掴めません。ニュアンス的には「彼らはたったひとつのマスクも受け取ろうとしなかった」という事でしょうか？結果的には誰も受け取っていません。

"By the end of passing them out, I only had one left in my hand offering them to everyone," she said. "I was disappointed in those who didn't accept the masks but was encouraged by those who did. At least we were a little bit safer."

ニュアンス的には、「マスクを配っていたら、最後には一枚しか残っていなかった」という感じです。

みんな一人一人に上げようとしていて、手渡しの最後のほうでは、私の手には一つしか残っていなかった。

マスクを受け入れてくれない人たちにはガッカリさせられたけど、受け入れてくれた人たちには勇気づけられた。少なくても、（何もしないよりは）少しだけ安全になった。
