float は物理的に「浮く」という感じなので、心がワクワクして浮き立つ感じなら feel exhilarated という表現があります。

I feel like my heart is exhilarated とも言えます。

it feels like ~ と物を主語にすることももちろんできます。その場合は
my heart feels (like) exhilarated と言えます。like は入れても入れなくてもok.

feelは人間が感じるのであって、"it" が主語になることはありません。

映画をみると、心が浮き立つような感じがするから。
➡映画を見ると、私は心が浮き立つような気分になるからです。
