多分ですけどこの表って以下のようなイメージなんだと思います。

Never 0%
Rarely 0% > 5%
Seldom 5% > 10%
Occasionally 10% > 30%
Sometimes 30% > 50%
Often 50% > 70%
Frequently 70% > 80%
Usually 90% > 100%
Always 100%

こう言うのって「〇〇＝50%」と辞書で定義つけられているわけではないので、人によりけりな部分があると思いますが、まぁ大体この表の通りな感じはします。
