簡単に言うと

自分自身が議論するのが argumentative
周りの人が議論を始めてしまうのが controversial の

日常的には下の例のように argumentative は人が「議論好きな、理屈っぽい」、controversialは物が「物議を醸す」という時に使います。

I don't like to talk with him because he is too argumentative. （彼はとても理屈っぽいので彼と話すのは好きではない」

His past dealings with the Unification Church has become controversial. (彼と統一教会との過去の関係が物議を醸し出している」
