You don't have to make out schedules not minute by minute, but hour by hour.

　minute by minuteもhour by hourも、時々刻々という意味があるんですが、対比させれば雰囲気は伝わるかと思います。don't have toを強めたいなら、shouldn'tなどで。

I suggest that you make up your schedule in terms of hours, not in (terms of) minutes.
