特に when we first conceive it がどこにかかるのかが分かりません。

imaginationとa faculty以下は、同格の言い換え。


that is not immediately presentとthat, when we first conceive it, has no objective existenceの二つの関係代名詞節は、いずれもsomethingを修飾しています。

※：enable us to think of something
直訳ですと「私達が何かを考えるのができるようになる」です。

and that has no objective existence when we first conceive itと置き換えられます。こうすれば、どこにかかるかおわかりになるでしょう。
