the 比較級の構文で

The more people present when a person needs emergency help, the less likely it is any one of them will lend a hand.
というのがあったのですが、前半がよくわかりません。動詞がないのですが、もし、動詞を補うとすればどこに何を補えばいいのでしょうか？

傍観者効果（Bystander effect）の話ですね。

それはともかく、この構文では be 動詞は省略されることがあります。
Wikipedia の解説でも、省略されています。

The bystander effect, or bystander apathy, is a social psychological phenomenon in which individuals are less likely to offer help to a victim when other people are present. The greater the number of bystanders, the less likely it is that any one of them will help.



しかし、省略のないパターンももちろん、可能です。

In short, the more people are present when something clearly bad is happening, then the less likely it is that any one person will bother to help.

The more people are present when someone needs help, the less likely it is any one of them will intervene.

... the more people are present when a person needs emergency help, the less likely any one of them will lend a hand.

回答、ありがとうございました。bystander effect のはなしです。
present は those present のような使い方もあるので、ちょっと迷いました。
the more people present are when ...じゃ、やっぱりおかしいですよね。

一人の人間が緊急の助けを求めている時に、そこに居合わせた人の数が多ければ多いほど、という意味です。
