It's Takeshi's snap-shot joke of a women's leotard gym costume, which was well known to Japanese old boys through Nadia Elena Comaneci's perfect-score performance in 1976 Montreal Olympic. They might have seen her perfect legs, not her performance.

A parody suggesting a combination of Gold medalist Nadia Comaneci and the so-called "high-leg" bathing suit fashion which were a fad back in the mid 70s.

Do you know Nadia Comăneci? (知らなかったら、She is the famous Romanian gymnast who won many gold medals.)

It's the old one of Takeshi's silly jokes, which means her uniform of that time.
