文の構造を教えて下さい

騒音問題に関する長文です。

Yet noise is the least recognized, least talked-about pollution, and anti-noise laws
the least enforced. In my daughter’s environmental science textbook, noise pollution
isn’t mentioned once in all 500 of its pages. What can be done about this loud noise
we are subjected to day in and day out?
The answer lies in education – getting people to realize what noise does to them
so that they can avoid it whenever possible, and force governments and city leaders
to do whatever possible to lower decibel levels.

and

答えは教育（すること）にあって、

すなわち、そうすれば人々に〜させることとなる。

ing 以下は教育と別にあるものでなく
lies in getting ... というのともちょっと違います。

まあ、教育の言い換えでもいいですが。

可能性としては

getting people to realize ...
and
(getting people to) force ...

と

they can avoid ...
and
(they can) force ...

の二つの解釈があり得るわけですが、
文章全体の意味として、
「人々に認識してもらい、政府等に働きかけてもらう」
と解釈する方がしっくりきます。

whenever possible の後にコンマがある
（前後が連続してつながっておらず、
そこに構文上・意味上の区切りがある）ことからも
ご質問者のおっしゃる通り、
getting people to realize ...
and
( getting people to ) force ...
と解釈する方が妥当だと思います。

そう考えてみました。

ただ
get 人 to force to ..
という形は
どうなんだろう、と思って質問させていただきました。

とするかなにかで、lies in A and B として、教育と、政府を動かすことにある、とこの二つを並列させるべきだったようですね。
