この no は単純に直後の human life を修飾しています。

no human life が should be used の主語です。

human life should not be used for ~ と同じことですが、これに比べると、
no human life should be used ~ のほうが強調的ですね。でも、強調されているのは、利用していい人の命は”ない”、ということであって、should ではないように思います。
