At the time of the wars of religion in france at the end of the sixteenth century, Paris was as densely populated in proportion to the rest of the kingdom as at the end of the eighteenth.

この文で、in proportion to the rest of the kingdomがあることによって理解しにくいのですが、いったんこれを省いて考えると、

At the time of the wars of religion in france at the end of the sixteenth century, Paris was as densely populated as at the end of the eighteenth.

このような文になりますよね。そして、２個目のasの直後にParisが省略されていると考えて良いんですよね。
つまり、

At the time of the wars of religion in france at the end of the sixteenth century, Paris was as densely populated as (Paris) at the end of the eighteenth.

ということですよね。そして残りのin proportion to the rest of the kingdomがわかりません。いちおう意味は文脈から、都会⇔地方の意味の「地方に対して」になると思うのですが、「地方」に対するパリの人口密度、という観点から、16Cと18Cのパリを比べていると言うことでしょうか。in proportion to the rest of the kingdomは「比較」しているのではなくて、「視点」を定めているということですよね。どことどこを比較しているのか混乱しているのですが。よろしくお願いします。

　　「１６世紀の終わり、フランスの宗教戦争時代には、パリは、１８世紀の終わりがそうであったと同様、王国の自余の地域に比して、高い人口密度となっていた（なった）。」
　
　　という意味のはずです。パリとその他のフランスの地域との人口密度比較の状態が、１６世紀末と１８世紀末では「同様」だった、と言っています。ａｓは、１６世紀と１８世紀を比較しており、パリと、フランスの他の地域も比較関係にあります（in proportion to で）。二つの比較があるということです。
　
　　１６世紀末は、宗教戦争の結果もあり、ヴァロワ朝からブルボン朝に王朝が代わった時代で、１８世紀末は、フランス革命があり、パリに多くの人が集まったのでしょう。
