この例文の場合、
どこを見て関係代名詞か？関係副詞か？
などを判断するのでしょうか？

city という先行詞に対して
stay in the city
と in があれば繋がるので

in which we stayed
(that/which) we stayed in
in が前に出れば which のみ。
in が後ろなら which, that 省略の3つが可。
in which の代わりに where にしてもいい。
でも where を使うと in は必要ありません。

正しいのは1のみ。

place に対して
I didn’t look for the map AT/IN the place
のようにしないと繋がらないので
1と同じパターン。

正しいのは where です。前置詞が出てないので。
ま、完全文とかやるんでしょう、高校生は。

選ぶだけなら、toward という前置詞があるから which としても
先行詞がないので無理。
先行でがないので what です。

where にも先行詞がない用法がありますが、was という動詞が来るような主格用法は関係代名詞のみで
関係副詞は主語になり得ません。
ひっかけでは倒置で後に主語がある可能性もありますが。
