no matter how hard to be perfect だと hard の出所がありません。

実際 be はないんでしょうし。

the technology is hard to perfect
perfect は動詞で tough 構文
そに技術は完成しにくい

この is が SVC が可能な proves になり no matter wh- に組み込むと

No matter how hard the technology proves to perfect

その技術はどんなに完成しにくいとわかろうとも

結局、prove (to be) C ではあるのですが、

その C は形容詞 perfect でなく、
形容詞 hard の方です。

そして、prove C であり、
to be はここではついていません。

見た目は prove to と続いているようで
prove (hard) to do
C である hard が no matter につられて前に出ています。

to が使われるのは tough 構文としてであり、
perfect が動詞です。
