意味はわかるのですがthe extent とto which がどういう関係で繋がっているでしょうか？
They 〜extent とthey 〜environmentsがto which で繋がれていると私は考えたのですが、
He lives house in which he made.のように二文にして考えることが出来ないため混乱しています。

extent はよく to と一緒に使う。

to some [a certain] extent　「ある程度」
to a great [large] extent　「大いに」
to the extent of two hundred dollars　「200ドルまで」
To what extent can I trust him?
「彼をどの程度信頼できるだろうか」

the extent to which は頻出表現なので、「～する程度」で覚えておくとよい。
だから、to which は to the extent のこと。

「程度を調べる。何の程度かというと、環境の変化に適応できる程度」
「環境の変化に適応できる程度を調べる」
「環境の変化にどの程度適応できるかを調べる」


ちなみに、
He lives house in which he made.
これは誤り。
He lives house which he made.
または
This is the house in which he lives.
