It is just one ... case ...
一例に過ぎない
と言っています。

つまり、
この例だけではない。他に同様の例がたくさんある
というニュアンスです。

その文脈を受けて、
Neither is it just Japan...
日本だけということでもない
と言っているわけです。

小泉首相の靖國参拝の時の例だけではない
と
日本だけということでもない
が並置です。

すなわち、

であり、前文もneitherの範囲ととらまえる、といった感じでありましょうか？。。

neitherは 「〜もまた○○でない」の意味。

「〜でない」という否定の意味を含んでいます。

日本がやられた
オーストラリアもやられた
という並置には
否定の要素がありません。

この例だけではない
日本だけのことでもない
の並列と解釈すれば
neither の「〜もまた○○でない」の意味に
ぴったり合います。

先ず　And neither is it just Japan that ... の箇所は倒置になっていて普通の順序では　And it is neither just Japan that ... です。

　

これは it is ～ that ...（... であるのは～である）という強調文にneitherが付いたものであり　it is neither just ~ that ... で「...であるのは～だけではない」ということになります。　

これでお分かりと思いますが、ご質問文中の neither は中国のハッカー攻撃を受けているのは日本だけでない、（その後の続く文にあるように）オーストラリアもだ、ということです。
