"Present is one" の意味

一昨日アメリカの議会下院で大統領を弾劾にかけるかどうかの投票がありその投票の結果を下院議長が読み上げるところをニュースで見ました. “The yeas are 230, the nays are 197. Present is one”　といっていましたが、最後のPresent is one. は何を意味するでしょうか？

すでに名回答が出ていますが、（出席しながら）票を投じなかったのが１票分あった、ということですね。

棄権というか、あえて言えば白票みたいなものです。賛成が２３０票、反対が１９７票、白票が１票…でいかが？

下記によりますと"vote present"で「実質的に棄権する」という意味になるようで、"Present is one."で「実質的な棄権は一票」ということになりますね:

#1ですが、もう少し追加します。

投票が有効となるためには、ある一定数の数の議員がその投票の場に居合わせる必要があります。Presentは、YeaでもNayでもなく、実質的には棄権なんですが、必要な議員数の一つとしては数えられますから、それをすることにが意味はあります。その場にいた（Present)ということですね。
