倒置をはずすと、
There have never before in the history of our school been such promising students.
「我が校の歴史でこれほど有望な学生はいなかった」

ちょっと分かりやすく書き換えると、
There have never been such promising students in the history of our school.

there 構文の動詞は後の名詞に一致する。
There is a dog in the garden.
There are dogs in the garden.

ここでは students が複数形なので、have にする。
