なぜwould have beenになっていないのか分からないです。

One flat indeed on the first floor was wide open and painters were at work in it, but they did not glance at him. He stood still, thought a minute and went on. “Of course it would be better if they had not been here, but . . . it’s two stories above them.”

この文章のit would be better if they had not been here,が理解できないです。
If節は過去完了になっているのにも関わらず、
Would have been となっていないのはなぜですか？

「仮定法」は「現実とは異なるもしもの世界に対する気持ち」を表す用法。

叙述法
It′s better if they are here.　☜は単なる現在の素直な気持ち

仮定法過去
上記と同様に現在の気持ちを言っているが、現実は違うために時制が条件節も一つ前の時制を使うだけ。
It would be better if they were here,
（It's not better as they are here)　☜　叙実法

仮定法過去完了
It would have been better if they had been here.
（It was not better as they were no here.)

この現実異なる考え方がmixしてる。

it would be better if they had not been here,
（It is not better as they were not here.)　☜　叙実法

日本語に訳せば違いはない。なぜなら、日本語にこのような考え方の仮定法はないから。

なぜなのでしょう？

二階の一室のドアは全開で、中で塗装職人たちが作業をしていた。職人たちは彼がいることに気づかなかった。彼は立ち止まり、しばらく考え事をして、また先に進んだ。「あの人たちはいなかった方がいいけど、･･･まだこの上の方に二階あるから」

彼は人に会いたくなかった、もしくは見られたくなかったのではないでしょうか。painters がいたのですが、｢自分が見られたわけではないので、いない方がよかったけど、べつに見られていないから何も問題はない」もし、it would have been better... なら、現実が異なり、問題が生じた場面が想定されます。そういうことでしょう。

仮に過去完了形を ズーと と訳した場合

日本語でも、彼等がズーといなかったので、良かったと言うのではないでしょうか。ズーと良かったとワザワザ言わないのは英語も同じでしょう。
