文の構造を見るのに、文章全体の文脈は不要ですが...

文の一部分だけを抜き出して構造とかsvocとか言われても、困ります。
各語句の文法上の役割は、一文全体の中で定まるものです。

But the chances are that most of the people around you fell the same shyness and are waiting for someone else to act on their wish to communicate with someone new.
この文の文型は、SVCで、
S = the chances,
V = are,
C = that以降全部
です。
文の構造としては、それだけなのですが、

that節の中身を文に見立てて、その構造を見ろという話ならば、
Most of the people around you fell the same shyness and are waiting for someone else to act on their wish to communicate with someone new.
に対しては、
S = most of the people around you,
V = fell と V = are waiting が and で並列,

V = fell については、SVO型で、
O = the same shyness

V = are waiting については、SV型で、
for 以下文末までが前置詞による副詞句。

そのfor句の内部構造は、
else が単独で someone にかかる形容詞,
to act 以下文末までが someone にかかる to不定詞の形容詞用法.

不定詞句 to act... の内部構造は、
to act に対して on 以下文末までが前置詞による副詞句。
to communicate 以下文末までが wish にかかる to不定詞の形容詞用法.

うまくsvocがふれなかったのは、文でないものに文型をふろうとしていた

文章の一部だけ見せて、「構造は？」といわれても分からないよ。

そこだけ示すんじゃなくて、前の文からの「文脈」全体を示さないとね。

この範囲で考えれば

S は
　most of the people around you

V は
　are waiting for

何を待っているかといえば
　someone else = O
が
　act on their wish
（願望に応じて行動する）
　これが
　C = to act on their wish

そして、その「願望：their wish」とは
　communicate with someone new
ということ。
