以下の文章のto and parties 以降の構造がわかりません。
exports to states, countries, and parties という構造だと思ったのですが、違いますよね？
どう捉えるべきでしょうか？

「武器輸出の禁止を宣言した」

とあり，それがどこの国へかが
to
communist states「共産国家」
countries to which the United Nations bans such exports to
「国連が武器輸出を禁じている国」
parties to international conflicts「国際紛争への当事者→国際紛争の当事国」

こうしてみると，やはり to が一つ余計ですね。
countries (which) the United Nations bans such exports to
が正しいです。

私としては to は exports という名詞とつながっていますので，
countries (which/that) the United Nations bans such exports to
としたいところですが，かたい文では to which となるのでしょう。

簡単に書くと

　Eisaku Sato declared a ban on weapons exports to communist states, countries and parties to international conflicts

というのが骨組みでしょう。

countries to which the United Nations bans such exports to　の部分で１つの塊です。countries だけでは説明不足なので、後ろに説明がついている。

ですから、質問者さまの読み方で、全く問題ないと思います。

ただ、この解釈だとexports to と　to whichの to が重複してしまわないでしょうか？
