この文は何を注意していますか？
直訳ではわけがわからなかったので

だんす動画にて、ふりつけを参考にしたいと思ってるのですが
たまにこの文ついてるものがあるので気になっています。

こちらの資料の53ページに出ている「(1)レビューや論評中の説明、コメントを目的として…」のところに当たる文言です。

アメリカでは、著作権のある作品でも、一定の条件を満たす場合は、フェアユースとして著作権者の承諾を得なくても利用可能とする法制度があります。
お尋ねの文言は、アップロードされている作品がフェアユースであり、著作権を侵害するものではないという意味の文章の一部だと思います。
