イタリアのこの交通違反切符は詐欺ではない？（英語翻訳あり）

お世話になります。
数日前こちら↓で質問させていただきましたが、

添付写真が読みにくいので手で打ち直し、グーグルで英語翻訳したものを掲載します。
原文写真も添付しています。（原文＆翻訳文は下記参照）

英文翻訳中に
because it entered illegally in the restricted traffic area via Guglielmini - Lungomare Perrotti in Santa Maria di Castellebate.
とあり、グーグルマップで検索し、確かにその場所にその日の夕方（時間は不明）、
駐車しています。ただ、海岸沿いの田舎道で駐車用の料金ポストはなく、
車も数台駐車していたので問題ないと判断し駐車しました。
他の車にも駐車切符は表示していませんでした。

この原文の2ページ目には違反切符とみられる「RELAZIONE NOTIFICA／
NOTIFICATION REPORT」も添付されていましたが、
チェック項目も空白で何も記載されていませんでした。

レンタカー会社の予約は私のメルアドから予約したにもかかわらず、
この違反メールが送られてきたのが夫のメールアドレスのため
詐欺メールではないかと気になってもいます。
ちなみにカード支払いは夫のカードです。

翻訳内容、イタリアの交通事情なども含め、
詐欺ではないかどうかご判断いただければ有難いです。

La violazione accertata a norma di legge, e’ stata confermata dalla documentazione fotografica prodotta dall’apparecchiatura a posto fisso per il rilevamento automatico delle infrazioni denominata sistema « sistema S.A.R.T » con omologazione del Ministero delle Infrastrutture Trasporti Decreto n.108107 del 17.11.2017 (autorizzationi n.6195 del 19.12.2011) per ivarco di via Guglielmini - Lungomare Perrotti, verificata per il corretto funzionamento. violazione accertata だったんですね。

今度は ivarco が謎ですが、まあ、たいしたことではない。

進入が制限されている（全面的に禁止されているわけではない）所に入っちゃった、ということのようです。
遅くなったのは、現場に警官がおらず、後で写真を確認したからだとか。

えっと、引き落とされたんですか？
50ユーロなんて、一言も書いてありませんが。
でも引き落とされたんなら、向こうはカード番号を知っているということですね。

もし詐欺だとすると、レンタカー会社がGPSで駐車場所を特定し、駐車禁止だとかなんとか難癖をつけて、追加料金をふんだくろうとしたとか。
50€くらいなら、外国から訴えたりしないだろうと。

こちらでできるのは、もしまだ引き落とされていないなら、カード会社に言って、断固支払いを拒否するくらいでしょうか。
50€の正式な罰金の書類を出さない限り、支払わないぞってね。

歩行者専用になるので入ってはいけない時間帯に入ってしまったんですよ。

地元民は許されても外国人は許されません。標識があったはずですが。

駐車前に見渡しましたが標識もなかったし
