英語のparagraph作文の添削をお願いします。

で誤りがあったり、もっといい表現があったりしたら教えてください。

災害時の計画運休(planned suspension)に関するparagraphです。
たくさんの意見を伺いたいと考えております。
よろしくお願いします。

The issues of planned suspension in disaster

(2)It used in capital area in 2019 because of typhoon.
(3)We find the issues of it in disaster.

(4)First of all, incorrect information cause chaos.
(5)For example, Twitter is SNS tool that is used by almost young people.
(6)However it sometimes tells false alarm.
(7)We should select information and railway companies should give correct information in detail.

(8)Second foreigners are confused in sudden situation.
(9)Many foreigners use trains in capital area.
(10)However, they can get little information in the emergency.
(11)Hotel staffs and railway companies should give the information of Planned suspension to foreigners.

(12)Finally, Japanese companies remain unchanged in their way of thinking for a long time.
(13)Many Japanese companies instruct to come to the office after restart operations.
(14)However, it is dangerous to go outside in the disaster
(15)Japanese companies should set rules of Planned suspension to protect workers.

特に(12)の文章が、日本企業の考え方が古いというのを長い間考え方が変わっていないという表現にしているのですが、他の表現はないでしょうか。

No.6=5=4=3=2です。

　4つ目の段落は会社の指示が主題でした。2と3と4段落で共通する型がわかりました。○○である。However ××です。△△はshouldです。
　After restart operations がわからないです。計画運休が終わって鉄道が動き出した後なのだろうか?とすると台風が過ぎた後も長めに運休するのが対策なのだが。it is dances to outside in the disaster.が災害の外側へと読めそうです。
　台風が来る予測で予め電車を止めておくことの問題と対策
　1.若者の誤情報・鉄道会社のtwitter
　2.外国人の無情報・宿泊施設の教示
　3.会社の出勤指示・鉄道を使用する
　　会社の独自規則

　Second foreigners are confused in sudden situation. Many foreigners use trains in capital area. However, they can get little information in the emergency. Hotel staffs and railway companies should give the information of Planned suspension to foreigners.

　3つ目のの段落は情報がないことが主題でした。
　Second, a sudden situation confuses foreigners while they are out.2番目に突然の状況で外国人は混乱します外出中に。
　台風で混乱→電車使う→でも情報が取れない→宿泊施設と鉄道会社が知らせるべき。電車使うのは駅に行くことで駅にいったら使えないと分かるので鉄道会社のせいにするのがわかりません。外出先での台風が困ります。
　案内係を使いたくなります。Hotel informations should actively inform foreigners Planned suspension before they go out.宿泊施設の案内係は積極的に知らせるべきである外国人に計画運休を外国人の外出前に。
　問題が2つ目3つ目の段落でそれぞれ挙げられたから次の段落でも別の問題が挙がるはず。きっと情報があることが主題であろう。

　2つ目の段落は誤った情報が主題でした。
　alarm を動詞で使いたい。However, it sometimes alarms us in a fake.でも twitter はときどき私たちに偽の警告をします。
　ある twitter 使用者が誤情報を流したのに対しては鉄道会社も twitterを使うべきなのでは? announce を使っていきたい。rail companies should announce information in Twitter as well.鉄道会社は公示すべきである情報を twitter でも。
　情報の拡散が主題です。次の段落は誤情報でない情報の拡散が主題になるのでは?

おはようございます。　1つ目の段落で計画運休を説明したくなります。announceは動詞です。災害で止まるのか台風で計画運休が使われるのか混ざります。
Planned suspension is announce in advance that the train will stop because of disasters. It used in capital area in 2019 because of typhoon. We find the issues of it in disaster.
　2つ目の段落でdisasterを説明したくなります。

　A way Japanese campanies have remain the same for a long time.はどうですか?
　鉄道会社とそれ以外の会社の会社の従業員を通勤させてもらう会社の対比が無いです。登場人物は鉄道会社とそれ以外の会社とそれ以外の会社の従業員と宿泊施設と外国人ですか?
　ParagrphはPlannedとFirstlyとSecondlyとFinallyで4つあります。日本の出来事だと1つ目のpでaragrphで書いたほうが良いです。

　Howeverの感じが面白いです。titterは若い人に使われます。でもtitterは嘘の警告をします。外国人は電車を使います。でも外国人はほとんど情報を手にいれません。日本の会社は出勤させます、電車が動いたら。でも外に出ることは危険です。instructの目的語が欲しいです。employeeです。

回答がつきませんね。

残念ですが、あなたの英語の実力は、まだパラグラフライティングに取り組めるレベルに到達していません。
ひとつひとつの文が、正しく作れていないのです。
回答してあげてもその場しのぎで終わってしまうなぁ、と思うので、誰も回答しないのだと思います。

受験などで英語が必要であれば、初歩からしっかり学び直しましょう。
中学英語（小学校で学ぶ分も含まれます）の総復習や、高校までの英語の総復習をやさしく学べる市販本もあります。
集中して勉強すれば、4月までに基礎を身につけることができるでしょう。
