下記辞書の例文にあるように、other は2つの内の「もう一方のそれ」、ということで特定されますので、 the other で使われます。

したがって、one or other という用法は正しくないと思います。

one or the other は、選択肢が２つの場合の、一方か他方ですから、「他方」のほうは、ひとつでそれしかないと決まっているので、特定されていますから、the が必要です。
