従って、この場合のdyingは「死にかけている」ではなく「死ぬ」です。

pass away は「（死ぬ）亡くなる」（現在形）です。

passed away 「死んだ（亡くなった）」ではありません。まだ生存中。

同様に、die 「死ぬ（亡くなる）」と died 「死んだ（亡くなった）」は違います。dying は die と同じで、まだ死んではいません（亡くなってはいません）。現在形の意味です。
