(2)チャージはconsigneeが支払う（pay）とshipperが言ってます。

(3)consigneeにチャージの支払いをapprovalしているかどうかcheckしていただけますか？

(1) Do I have to pay the penalty charge along with the modification of consignee name?

(2) The shipper says that the consignee will pay the extra charge.

(3) Will you check whether the consignee gets approval for the charge payment or not?
