この基本原則は、あらゆる社会の裁判官によって程度は異なれ適用されている。

注：「異なる程度」直訳調なので、言換え。
　　principle 原則の「使用」は変なので、「適用」に置き換え。
　　つまり、principle is applied では？　少なくとも自然科学では。

Note that I wouldn't use 'applied' in English. At least not in this sentence because it suggests something else is being used. This is because 'apply' often carries the meaning of 'layer'.
