大変申し訳ないです。今とても忙しく頭が混乱していました。
the chart scale is generally referenced to a particular latitude eg.1:3000,000 at lat 27° 15'S　という英文の一部でした。「一般的にｘｘｘを基準とする」となりますね。

文脈なしでは「一般的に～に参照される」ぐらいです。

私は技術者ですが、これが例えば、"The height (elevation) of a mountains in Japan is generally referenced to the mean sea level of Tokyo Bay." という文であれば『日本の山の標高は一般的に東京湾の平均海水面の高さが基準になる』という意味です。
