イギリスの階級制度について書いてある本で下のような英文を見つけました。

It is still true that the way an English person pronounces the English they speak reflects their background and education.

the English の部分について質問です。theがついているのはなぜでしょうか？
強調的な意味ですか？　自分たちの言葉である“その英語”の発音の仕方にはその人の経歴や教育の程度が反映されている。みたいな感じでしょうか？

「数ある種類の英語の中でその人[が]話す[特定の]英語」と言う意味の the だと思いますよ。

で、「彼らが話す英語」という特殊性の認識を表しています。

an English person

は「ある英国人」という個別性の認識を表すので不定冠詞の”a”が使用されています。

定冠詞”the”は対象の特殊性、普遍性の認識を表します。■

Britain には the が普段はつきませんが、次のように the がつくこともあります。

その文脈を読み取ってください。

“This is not the Britain I know,” he said.

= the English that (または which) they speak
というわけで、English にはいろんな English があるけれども、ここでは they speak つまり「彼らがしゃべっている」ような English というわけで、the がついています。

「イギリス人が話す英語の発音には、その人のバックグラウンドや教養が反映されるというのは、今も昔も変わらないことです。」

関係代名詞[ ]が省略された目的格で、( )内のtheyはan English personを指しますね。さらに{ }はthe wayにかかっています。
この単数形の「イギリス人」ですが、男性か女性か性別分からないので、theyを性別を問わない単数で受けています。

ここでは「イギリス人の英語の発音(発話)法」と言うことですから、
the English
として限定されています。
オーストラリア人でもカナダ人でもない、れっきとした「イギリス人の発音する英語には、その人の経歴や教養が反映されている」と言うことで限定されていると取っていいでしょう。
